Viksit Uttar Pradesh @2027 action plan to use 98 lakh public suggestions, set sector targets

Uttar Pradesh Chief Minister Yogi Adityanath said the Viksit Uttar Pradesh @2027 action plan should provide a clear, practical roadmap for economic and social change. He directed officials to analyse more than 98 lakh public suggestions and expert inputs, then publish sector-wise short-, medium-, and long-term missions with measurable targets for 2030, 2036, and 2047 down to district and panchayat levels.

Uttar Pradesh Chief Minister Yogi Adityanath said the Viksit Uttar Pradesh @2027 action plan set a roadmap for change. The plan covered economic, social and structural shifts in the state. Adityanath reviewed progress on the vision document. Adityanath asked officials to make it practical, time-bound and focused on results.

Adityanath said the draft should be broadened using public input and expert advice. Officials were told to study more than 98 lakh suggestions from across Uttar Pradesh. Inputs from experts, industry organisations and other stakeholders also had to be added. The government said sector-wise action plans should be released soon.

Viksit Uttar Pradesh action plan targets and review system

Adityanath said the vision should support making the state developed by 2047. Adityanath said it must not stay theoretical. Adityanath said it should be split into sector missions. These missions should carry clear targets for 2030, 2036 and 2047. Adityanath also asked for dashboards for real-time monitoring.

In the meeting, officials said Uttar Pradesh aimed to reach a USD 6 trillion economy by 2047. Intermediate goals were USD 1 trillion by 2030 and USD 2 trillion by 2036. The required annual growth rate was estimated at about 16 per cent. The economy was around 356 billion dollars, with over 9 per cent share in India’s GDP.

Viksit Uttar Pradesh sector strategy for agriculture, industry and services

Adityanath said growth should stay balanced across agriculture, industry and services. Adityanath asked for higher productivity in each sector. For agriculture and allied areas, Adityanath pushed smart farming and stronger value chains. Adityanath also asked for export-led production and wider use of digital platforms for farmers.

Adityanath described animal husbandry and fisheries as a base of the rural economy. Adityanath stressed scientific development of these sectors. Adityanath also asked for more processing capacity and better market linkages. The directions linked rural income to wider supply chains and demand centres.

For industry, Adityanath said Uttar Pradesh should become a technology-driven manufacturing hub. Adityanath also stressed exports and global competitiveness. Officials said MSMEs contributed about 46 per cent to the state’s manufacturing GVA. To pull in investment, agreements worth more than Rs 50 lakh crore were signed, with many underway.

Adityanath said knowledge and innovation should be strengthened through digital infrastructure. Adityanath also backed the start-up ecosystem and skill development. The meeting noted Uttar Pradesh had about 24 crore people. This created a large consumer market and a strong working-age base for growth.

Viksit Uttar Pradesh local implementation and infrastructure focus

Adityanath asked departments to draft department-wise and inter-sectoral plans. These plans had to match quarterly and annual targets. Responsibilities, expected outcomes and coordination systems had to be stated clearly. Adityanath also said the state vision must be executed down to districts, cities and panchayats.

Adityanath directed that District Vision 2047 should be prepared for local needs. Plans were to reflect local resources and priorities. Adityanath also asked for a pipeline of major projects. Continuous monitoring was to be ensured. Officials said urbanisation could cross 60 per cent by 2047, boosting economic activity.

Adityanath said governance and infrastructure were central to the plan. Adityanath asked for strong law and order and better digital services. Adityanath also sought better connectivity through expressways, airports, logistics and industrial corridors. Adityanath said this would support investment flows and job creation.

Adityanath said the framework of a Developed UP rested on three pillars. These were Arthashakti wealth power, Janshakti people power and Jeevanshakti life power. Adityanath said agriculture, industry, services, infrastructure, the social sector and good governance must advance together. Adityanath said this approach supported inclusive progress.

Adityanath said Viksit Uttar Pradesh @2047 treated social justice and quality of life as key goals. Adityanath asked officials to keep the vision participatory and action-led. The statement said the document should guide the state’s development journey. It should also help Uttar Pradesh take a leading role in the goal of Viksit Bharat.
