Colombia's Soccer Federation President and Son Arrested in Copa America Final Disorder

Ramón Jesurún, president of Colombia's soccer federation, and his son were among 27 people arrested following crowd control issues at the Copa America final between Argentina and Colombia. Miami-Dade police detective Andre Martin confirmed their detention but did not disclose the charges. Ramón Jamil Jesurun faced three counts of battery on an official.

Soccer Officials Arrested at Copa Final

In a statement, CONMEBOL expressed regret over the incident, noting that many fans entered the stadium without tickets, tarnishing the event. The game was delayed for over an hour as authorities struggled to manage the situation. Eventually, some fans were allowed in without passing through security checkpoints.

Security Measures and Challenges

Hard Rock Stadium, which will host 2026 World Cup matches, stated that security was a shared responsibility among stadium officials, CONCACAF, CONMEBOL, and local police. A spokesperson mentioned that "more than double the personnel" typically used for events were present on Sunday. Miami-Dade police reported over 800 officers were at the match, with 55 people ejected in addition to the arrests.

The chaotic scene unfolded hours before the scheduled 8 p.m. start of the championship match. Fans forced their way in, jumping over security railings and bypassing police officers and stadium attendants. Some appeared hysterical as they searched for their companions.

Damage and Response

Significant damage occurred at the venue. Social media posts showed shattered escalator railings inside the stadium and various items like shoes and soda cans left behind. Security railings at a checkpoint were bent as thousands of people, including crying children, pushed against them.

Hard Rock Stadium officials communicated with tournament organisers around 8 p.m., deciding to open gates to both ticketed and unticketed fans to prevent stampedes and injuries. The gates were later closed with many ticketed fans still outside.

Attorney Steve Adelman, a crowd control expert, criticised Hard Rock organisers for not anticipating the passionate fanbase. He noted that similar incidents have occurred in international soccer matches before. "A match between fans of two rival South American nations is about as passionate as you're going to get," he said.

Historical Context

Adelman referenced past incidents like the 2021 Euro Cup final at Wembley Stadium where ticketless England fans forced their way inside, resulting in injuries and arrests. He also mentioned the 1989 tragedy where 97 people were fatally crushed at an English match due to overcrowding.

"Unfortunately, international soccer matches have been marked by this sort of aggressive supporter behaviour," Adelman said. "This behaviour is not desirable; it's not good, but it is reasonably foreseeable...They needed to plan for the crowd they were likely to have, not the crowd they wished they had."

FIFA did not immediately respond to requests for comment on how it plans to prevent similar issues during the 2026 World Cup matches at Hard Rock Stadium. Ramón Jesurún is also a member of the FIFA Council.

The stadium in Miami Gardens, Florida, home to the NFL's Dolphins, will host seven World Cup matches in 2026, including a quarterfinal and third-place match. FIFA organises the World Cup and oversees more than 200 affiliated associations under regional bodies like CONMEBOL.

The Colombian soccer federation did not immediately respond to requests for comment regarding Sunday's incident. Ramón Jesurún has been president since 2015 and serves as a vice president of CONMEBOL.

The event highlighted significant challenges in managing large crowds at high-stakes soccer matches. The need for better planning and coordination among all involved parties is evident to ensure safety and order during such events.
