How BJP Is Balancing Caste Equations In The Delhi's New Cabinet?
First-time MLA Rekha Gupta along with her Council of Ministers will take the oath of office at Ramlila Maidan on Thursday afternoon. The ceremony, graced by Prime Minister Narendra Modi, will also make Gupta the 9th Chief Minister of Delhi and the second woman from the BJP to hold the post.
Strategic Leadership Selection

50-year-old Gupta emerged as the unanimous choice for Leader of the House in the newly constituted 8th Delhi Assembly during a BJP legislature party meeting on Wednesday. Her selection was backed by prominent party leaders, including Parvesh Verma, Vijender Gupta, and Satish Upadhyay, with broad support from other MLAs. Following this, Delhi Lieutenant Governor V K Saxena extended an invitation to Gupta to form the government after she staked her claim at Raj Niwas late Wednesday evening.
Gupta has a strong organizational background, having started her journey with the Akhil Bharatiya Vidyarthi Parishad (ABVP) and serving as the president of the Delhi University Students' Union (DUSU). As a three-time councillor and now a first-time MLA, her elevation reflects the BJP's emphasis on leadership with deep grassroots connections.
Balancing Caste and Regional Representation
The composition of the new cabinet underscores the BJP's careful balancing of caste and regional dynamics in Delhi's diverse political landscape. Alongside Gupta, six newly elected MLAs will be sworn in as ministers, ensuring representation across key communities and regions:
Parvesh Verma (Jaat) - A significant appointment, considering his victory over AAP supremo Arvind Kejriwal from the New Delhi seat.
Manjinder Singh Sirsa (Sikh) - Strengthening the party's ties with the Sikh community.
Ashish Sood (Punjabi) - Representing the Punjabi Hindu voter base, which holds considerable sway in the capital.
Ravinder Indraj Singh (Dalit) - Reinforcing BJP's outreach to Dalit voters in Delhi.
Pankaj Singh and Kapil Mishra (Purvanchalis) - Ensuring representation for the sizable Purvanchali community, a crucial vote bank in the city.
By accommodating various caste and regional groups, the BJP aims to consolidate its hold over Delhi's complex electorate while countering the narrative of exclusivity often associated with its leadership choices.
A New Political Landscape
With this cabinet formation, Gupta becomes the fourth woman to serve as Delhi's Chief Minister, following in the footsteps of Sushma Swaraj, Sheila Dikshit, and Atishi. Her tenure begins as she shares the distinction of being the only incumbent woman Chief Minister from the BJP across the states it governs, alongside Mamata Banerjee in West Bengal.
