Keir Starmer and Volodymyr Zelenskyy Sign 100-Year Partnership Agreement to Strengthen Defence Cooperation
UK Prime Minister Keir Starmer and Ukrainian President Volodymyr Zelenskyy have entered into a 100-year partnership agreement. This move is part of Europe's continued support for Ukraine in its ongoing conflict with Russia, which has lasted nearly three years. The announcement comes just before Donald Trump assumes the US presidency, bringing uncertainty about America's military role in Europe.

Starmer assured Zelenskyy during his visit to Kyiv that the UK stands by Ukraine not only for the present but for the next century. "We are with you not just today or tomorrow, for this year or the next, but for 100 years — long after this terrible war is over and Ukraine is free and thriving once again," he stated. The UK is committed to ensuring Ukraine's security post-war.
Defence and Technology Cooperation
The agreement focuses on defence cooperation, particularly maritime security against Russian activities in the Baltic Sea, Black Sea, and Sea of Azov. It also includes collaboration on technology projects like drones, which have become crucial in the conflict. Additionally, a system to track stolen Ukrainian grain exported by Russia from occupied areas is part of the treaty.
While Starmer met with Zelenskyy at the presidential palace, debris from Russian drones intercepted by Ukraine's air defences fell in several Kyiv districts. One piece landed near the Baroque presidential palace where their meeting took place. Starmer remarked that these drones serve as a reminder of the challenges faced by Ukrainians.
Diplomatic Engagements
This visit marks Starmer's first trip to Ukraine since taking office in July, although it was his seventh meeting with Zelenskyy. The Italian defence chief was also in Kyiv on Thursday, following visits from Germany's defence minister and a phone call between Zelenskyy and French President Emmanuel Macron earlier in the week.
The diplomatic activity precedes Trump's inauguration on Monday, which may signal a shift from the outgoing US administration's commitment to supporting Ukraine indefinitely. Trump has suggested that Europe should take on more responsibility for aiding Ukraine.
Security Guarantees and Peace Talks
Zelenskyy expressed concerns about potential concessions demanded by Trump's plan, such as ceding territory. He seeks security guarantees to prevent future Russian invasions. "We must look at how this war could end, the practical ways to get a just and lasting peace … that guarantees your security, your independence and your right to choose your own future," Starmer said during a joint news conference.
Zelenskyy mentioned discussions with Macron about Western troops monitoring a future ceasefire but noted it's too early for details. Starmer indicated openness to UK participation, saying they would work with allies on robust steps to ensure Ukraine's security.
US Involvement and Future Support
Zelenskyy has previously discussed peacekeeping forces with Baltic countries, France, and Poland but emphasised that US involvement is crucial. Starmer agreed on Washington's vital role as the largest provider of military support to Ukraine. "We will continue to work with the US on this," he affirmed.
Starmer announced that in 2025, the UK would provide more military support than ever before. This year alone, the UK has committed £3 billion (USD 3.6 billion) for military aid, including additional artillery barrels and a mobile air defence system called Gravehawk.
Humanitarian Efforts
During his daylong visit, Starmer and Zelenskyy paid tribute at a wall of remembrance for those killed in the war outside St. Michael's Golden-Domed Monastery in Kyiv. The wall features photos of fallen soldiers and has become a pilgrimage site for families honouring their loved ones.
Starmer also visited a Kyiv hospital specialising in burns treatment and an exhibition showcasing drone technology. As both Russia and Ukraine strive for battlefield gains before possible peace talks, Ukraine has launched a second offensive in Russia's Kursk region while increasing drone and missile attacks on Russian targets.
Moscow continues its slow territorial advances despite high casualties along the eastern front line while launching intense attacks on Ukraine's energy infrastructure. A significant missile attack on Wednesday forced authorities to shut down power grids in some regions.
