Macron Appoints Brexit Negotiator Michel Barnier as France's New Prime Minister
Emmanuel Macron has appointed Michel Barnier as France's new prime minister, aiming to resolve the political instability that has plagued his presidency. Barnier, 73, replaces Gabriel Attal, who was the youngest prime minister at 34 and the first openly gay one. This change follows over 50 days of a caretaker government.

At a ceremony with Attal, Barnier acknowledged the challenges ahead, stating his role would require "lots of listening, lots of respect." Without a legislative majority, Barnier must find support within the deeply divided National Assembly to address pressing issues like the 2025 budget.
Political Landscape and Challenges
Macron's decision to appoint Barnier comes after extensive consultations aimed at finding a leader capable of navigating the fractured political environment. The president's office stated that Barnier is tasked "with forming a unifying government to serve the country and the French people." This appointment follows an early legislative election in June that resulted in a hung parliament.
Barnier's extensive political experience includes serving as the European Union's chief negotiator during Brexit talks. He has also held various ministerial roles in foreign and European affairs, environment, and agriculture. Despite his experience, some critics argue that his appointment does not signify the deep change voters sought.
Reactions from Political Opponents
Jean-Luc Melenchon, a prominent far-left leader, immediately opposed Barnier's appointment. He claimed it disregarded the election results that left parliament split among three main blocs: the left, Macron's centrist supporters, and the far-right led by Marine Le Pen. Melenchon asserted, "The election has been stolen."
Le Pen expressed a willingness to give Barnier a chance but stated her National Rally party would not join his government. She emphasized that addressing France's budget for 2025 is crucial and noted that compromises would be necessary due to France's financial situation.
Forming a Stable Government
Barnier faces the daunting task of forming a government that can withstand parliamentary censure votes. To build necessary support, he may offer ministerial positions to potential allies. Christophe Boutin, a political analyst at the University of Caen Normandie, suggested Barnier will aim for a broad coalition while excluding extreme factions on both ends of the political spectrum.
The new prime minister's conservative background has already drawn criticism from some quarters. French media highlighted that Barnier was among lawmakers who voted against decriminalizing homosexuality in 1981. This historical stance has fueled opposition from Macron's political adversaries.
Immediate Priorities
Barnier's immediate priority will be to deliver a budget for 2025 under tight deadlines. France faces pressure from the European Union to manage its finances better after being reprimanded for excessive debt. Le Pen remarked on Barnier's respect for other political forces, noting that compromises would be essential given France's budgetary constraints.
Macron had hoped that early elections would strengthen his position but instead resulted in a loss of majority for his centrist government without producing a clear winner. By appointing Barnier, Macron aims to break this deadlock and restore political stability before major events like the Paris Olympics from July 26 to August 11.
