Immigration Officer Convicted for Taking Inappropriate Photos on Flight
A federal immigration officer, identified as Billy Olvera, 48, from Laredo, Texas, has been convicted of a serious privacy violation aboard an American Airlines flight. The incident, which took place on November 6, 2023, involved Olvera using his cellphone camera to take inappropriate photos and videos of a flight attendant without her consent. This act led to his conviction on Wednesday in Miami's federal court for interfering with a flight crew, a felony that carries a maximum sentence of up to 20 years in prison. However, it is noted that the actual sentence may not reach this maximum duration. Olvera's sentencing is anticipated in August, and he currently remains free on bond.

At the time of the incident, Olvera was performing his duties as a deportation officer for U.S. Immigration and Customs Enforcement (ICE), escorting an immigrant who was being deported. The flight was en route from Dallas to Miami. According to prosecutors, the flight attendant became suspicious of Olvera's behavior when she noticed him positioning his cellphone in the aisle, seemingly aiming it towards the ceiling each time she passed by. Her concerns were promptly shared with a colleague who managed to videotape Olvera's actions during one of these moments. The pilot was informed of the situation and subsequently alerted law enforcement authorities, leading to Olvera's arrest upon the aircraft's arrival in Miami. A search of his phone revealed numerous photos and videos of the victim and other attempts to capture similar invasive images.
Olvera's attorney, Robert Malove, expressed his client's remorse over the incident. "Mr. Olvera is sincerely remorseful. Mr. Olvera deeply regrets his actions and prays for forgiveness from all those involved," Malove stated to The Associated Press. He also mentioned that there are no plans to appeal the verdict.
Questions remain regarding Olvera's current employment status with ICE and whether he has any history of previous misconduct. Immigration officials had not provided comments on these inquiries as of Friday.
This case highlights significant concerns regarding privacy violations and misconduct by individuals in positions of authority. It also underscores the importance of vigilance and prompt action by crew members to ensure the safety and security of all passengers aboard.
