Haiti's Transitional Council Appoints Garry Conille as Prime Minister Amidst Gang Siege

In a significant political development, Garry Conille has been appointed as Haiti's new prime minister, a decision made by the transitional council amidst ongoing gang violence that has gripped the nation. This announcement was made on Tuesday evening, nearly a month after a different candidate was initially selected by a faction within the council. The appointment of Conille, who is currently UNICEF's regional director for Latin America and the Caribbean, marks a crucial step in Haiti's efforts to restore order and governance.

Garry Conille Leads Haiti in Crisis

Conille, who has previously held the position of prime minister from October 2011 to May 2012 under President Michel Martelly, steps into the role at a time when Haiti is facing severe challenges. The capital, Port-au-Prince, has been under siege by gangs that have attacked peaceful neighborhoods, destroyed police stations, and facilitated mass prison breaks. His predecessor, Michel Patrick Boisvert, served as interim prime minister following Ariel Henry's resignation in late April amidst escalating violence.

The selection process for the new prime minister witnessed Conille receiving the majority vote from the council members. Louis Gérald Gilles, a member of the council, confirmed that six out of seven voting members supported Conille's appointment. The decision comes after Haiti's political landscape was thrown into chaos following coordinated gang attacks that saw more than 4,000 inmates released from prisons and significant disruptions to the nation's infrastructure.

Conille's tenure as prime minister comes at a time when Haiti is desperately seeking stability. The country is grappling with rampant gang violence and deep-seated poverty, with inflation rates soaring to a record 29%. Gangs currently dominate at least 80% of Port-au-Prince, displacing over 360,000 people and severely hindering the transportation of essential goods.

The appointment process was not without controversy. Initially, Fritz Bélizaire was announced as the prime minister by a smaller coalition within the council, sparking widespread criticism for not adhering to established procedures. This led to a renewed selection process that culminated in Conille's appointment.

Critics and civil society groups have voiced concerns over the council's handling of the situation. The Montana Accord accused the council of inaction and lack of transparency in their decision-making process. Despite these challenges, the council is tasked with not only selecting a new Cabinet but also preparing for general elections by next year, aiming to restore democratic governance in Haiti.

The transitional council comprises representatives from various political factions and sectors within Haiti, reflecting a broad spectrum of interests. Members include Emmanuel Vertilaire for Petit Desalin, Smith Augustin for EDE/RED, Fritz Alphonse Jean of the Montana Accord, Leslie Voltaire for Fanmi Lavalas, Louis Gérald Gilles for the December 21 coalition, Edgard Leblanc Fils for the Jan. 30 Collective, and Laurent Saint-Cyr representing the private sector. Their mandate extends until February 7, 2026, when a new president is expected to be inaugurated.

As Conille takes on his role as prime minister amid these turbulent times, Haiti looks towards a period of potential stabilization and governance reform. With his extensive experience in political and health administration and previous tenure as prime minister, Conille faces the daunting task of navigating Haiti through its current crises towards recovery and growth.
