Turkish President Recep Tayyip Erdogan's brief and tensely anticipated visit to Berlin on Friday highlighted deep differences between Turkey and Germany over the war between Israel and Hamas.
Strained Relations

Erdogan was invited to visit Germany months ago after his reelection, but recent weeks have been marked by discomfort in Berlin over his increasingly strident stance against Israel. Turkiye has long been viewed as an awkward but essential partner in Germany, home to more than 3 million people with Turkish roots. It's a NATO ally that also is important in efforts to control the flow of refugees and migrants to Europe, an issue on which Scholz faces intense domestic pressure. However, there have been frequent tensions in recent years.
Divergent Views on Israel-Hamas Conflict
Most recently, a chasm has opened between the countries' stances on events following Hamas' October 7 attack on Israel. Germany is a staunch ally of Israel and has opposed calls for a cease-fire while pushing for aid to civilians in Gaza, advocating "humanitarian pauses," and seeking to keep open channels of communication with other countries in the region to prevent the conflict from spreading. Erdogan, on the other hand, has called Israel a "terrorist state" intent on destroying Gaza with all of its residents. He has described Hamas militants as "resistance fighters" trying to protect their lands and people. Hamas is considered a terrorist organization by Israel, the United States, and the European Union.
Scholz and Erdogan's Press Conference
At a brief news conference alongside Erdogan before their talks, Scholz described Erdogan's accusations against Israel as absurd. He emphasized the need for direct dialogue, particularly during difficult times. Scholz acknowledged the suffering of the Palestinian civilian population in Gaza and stressed the importance of minimizing civilian casualties. He also expressed fears of a wider conflagration in the region and discussed ways to prevent it.
Erdogan's Remarks and Tensions
Erdogan, for his part, called for a humanitarian cease-fire with Germany's help to save the region from a ring of fire. He criticized Israel's actions and suggested that Germany's inability to criticize Israel was due to the Holocaust. Erdogan's comments have appalled politicians across the spectrum in Germany. The visit was further strained by tensions over Turkiye's plans to purchase Eurofighter Typhoon jets, with Germany impeding the sale.
Erdogan's visit to Berlin exposed deep differences between Turkey and Germany, particularly regarding the Israel-Hamas conflict. Despite being NATO allies and having important shared interests, the two countries hold significantly divergent views on the issue. Managing these differences and finding common ground will be crucial for maintaining a constructive relationship between Turkiye and Germany.
