Duterte Faces Arrest in Manila, Threatens Lawsuits During ICC Standoff with Police
Rodrigo Duterte, the former President of the Philippines, faced a tense situation after his arrest in Manila. The International Criminal Court (ICC) ordered his detention, leading to a 12-hour standoff at a Philippine air base. Police Maj. Gen. Nicolas Torre shared details of the incident, which ended with Duterte being flown to The Hague, Netherlands.

Duterte's arrest occurred at Manila's Ninoy Aquino International Airport. He was accompanied by his common-law wife, daughter, and friends from Hong Kong. Despite heavy police presence, Duterte and his entourage resisted the arrest process, including fingerprinting. Eventually, he was taken to a government-chartered jet bound for The Hague.
Legal Challenges and Sovereignty Concerns
Duterte's legal team argued that Philippine authorities violated his constitutional rights by not presenting an ICC warrant. They criticised President Ferdinand Marcos Jr.'s administration for allowing the ICC to take custody of Duterte, despite the Philippines no longer being a party to the court. Vice President Sara Duterte, his daughter, called it an affront to national sovereignty.
The confrontation at Villamor Air Base was intense. Torre described how Duterte's family and friends prevented his transfer to the plane. During the standoff, one officer was injured by Duterte's common-law wife. Despite the chaos, Torre maintained composure and confirmed a viral video showing Duterte challenging him.
Duterte's Controversial Legacy
Known for his harsh anti-crime policies and irreverent remarks, Duterte's presidency was marked by controversy. His crackdown on illegal drugs led to thousands of deaths. He often used profanities in speeches, once telling US President Barack Obama to "go to hell" and insulting Pope Francis during a visit to Manila.
Before returning to Manila from Hong Kong, Duterte addressed supporters about his impending arrest. He acknowledged the ICC warrant and expressed readiness for imprisonment. "If this is my fate in life, it is okay," he stated in a speech filled with expletives.
International Court Proceedings
Upon arrival in The Hague, ICC spokesman Fadi El Abdallah confirmed Duterte's detention after medical checks. The court announced that he would appear before judges on Friday to be informed of charges and rights. A date for a pretrial hearing will also be set during this appearance.
Duterte's dramatic change in circumstances has been hailed by human rights groups as a victory against state impunity. However, his supporters view it as a betrayal by the current government to a court whose jurisdiction they dispute.
President Marcos appeared on television denying Vice President Sara Duterte's allegations of surrendering her father unjustly. Their political alliance had deteriorated after their joint campaign in the 2022 elections fell apart.
The former president's history as a prosecutor and congressman did not deter him from resisting police procedures during his arrest. Torre recounted how he had to handcuff Duterte's executive secretary for obstructing the transfer process.
Duterte's fiery rhetoric and controversial policies have left a lasting impact on Philippine politics. His arrest marks a significant moment in international justice efforts against alleged crimes committed during his tenure.
