Biden Discusses China's Military Assertiveness with Quad Leaders Amid Economic Turbulence
President Joe Biden recently shared his views on China's growing military assertiveness, suggesting it is a test for the Indo-Pacific region during a challenging time for Beijing. These remarks were made during a summit with Quad leaders near Wilmington, Delaware. Biden noted that China's actions represent a "change in tactic, not a change in strategy."

China is grappling with economic challenges following the pandemic, facing slowdowns in industrial activity and real estate. Biden believes President Xi Jinping aims to focus on domestic issues while seeking diplomatic space to advance China's interests. He shared these insights with Australian Prime Minister Anthony Albanese, Indian Prime Minister Narendra Modi, and Japanese Prime Minister Fumio Kishida.
US-China Relations and Global Security
The US and China have been at odds over various issues since 2018, including global security concerns like China's South China Sea claims and industrial policies. The Biden administration has voiced worries about China's military actions against Taiwan and recent naval clashes with the Philippines. National Security Adviser Jake Sullivan was sent to Beijing for discussions with Chinese officials, including Xi.
Both nations aim to maintain stable relations before the US presidential change in January. They remain committed to managing their relationship, following a meeting between Xi and Biden last November in San Francisco. Biden emphasized that "intense competition requires intense diplomacy."
Quad Summit Highlights
Biden hosted the Quad leaders at Archmere Academy, his high school alma mater, marking what could be the final gathering of this partnership under his leadership. Since taking office, Biden has elevated the Quad from foreign minister-level meetings to leader-level summits, focusing on Indo-Pacific opportunities and threats.
The summit included discussions on enhancing maritime security through coast guard collaboration across the Pacific and Indian oceans. These initiatives aim to counterbalance China's assertiveness. The leaders also planned to announce efforts to improve humanitarian response missions.
Personal Interactions and Diplomatic Talks
Biden welcomed each leader individually at his home before formal talks at Archmere Academy. Kishida expressed gratitude for the invitation and noted the significance of visiting Biden's hometown. Albanese appreciated the relaxed setting of their meeting, describing it as two leaders discussing global issues broadly.
Modi highlighted Wilmington as an ideal location to celebrate the Quad's 20th anniversary. He also discussed recent visits to Russia and Ukraine with Biden, addressing economic and security concerns related to China.
Strengthening Alliances
Biden praised Kishida for strengthening ties with South Korea amid regional tensions, including North Korea's nuclear advancements and China's activities. The US-Japan relationship faces challenges due to a proposed USD 15 billion bid by Japan's Nippon Steel for US Steel, opposed by several US political figures.
The Biden administration promised a joint statement from the leaders with strong language on China and North Korea. Additionally, they announced a new initiative to reduce cervical cancer in the Indo-Pacific, linked to Biden's Cancer Moonshot Initiative.
This summit underscores ongoing efforts to address regional security concerns while fostering cooperation among Indo-Pacific allies.
