Trump Recognises Importance of Stopping Russia to Achieve Peace in Ukraine While Seeking Reimbursement from Kyiv

Former US envoy Kurt Volker stated that President Donald Trump believes halting Russia is crucial to ending the conflict with Ukraine. However, Trump also expects Kyiv to reimburse Washington for its assistance. Volker, an expert in foreign and national security policy, shared these insights on Friday.

Trump Calls for Action Against Russia in Ukraine

Volker highlighted Trump's personal fondness for Prime Minister Narendra Modi, yet noted that this does not hinder Trump's transactional approach. Speaking at the ABP Network's Ideas of India Summit 2025, Volker explained that Trump maintains a pragmatic stance in international dealings.

US-Russia Diplomatic Efforts

A meeting between top diplomats from the US and Russia took place on Wednesday in Saudi Arabia. The discussions aimed to end the ongoing war between Moscow and Kyiv. This meeting marked a significant shift in American foreign policy under Trump's leadership. Notably, Ukrainian officials were absent from these talks.

Volker mentioned that Trump's strategy involves creating unpredictability to provoke reactions. He often makes bold statements to generate uncertainty and keep opponents off balance. This approach is part of his broader tactic to reassert American strength on the global stage.

Trump's Foreign Policy Vision

In his second term, Trump focuses on an "America First" agenda, aiming to rebuild national strength. This vision translates into a more assertive foreign policy stance, according to Volker. Trump believes the US has been overly generous globally and seeks to recalibrate this dynamic.

Volker pointed out that Trump perceives the US as bearing an unfair share of defence costs, particularly within NATO. The US covers 70% of NATO's defence spending, which Trump views as disproportionate and seeks to address.

China and India: Contrasting Perspectives

Volker described China as a rising power perceived as a direct adversary by the US. In contrast, India is seen as a friendly nation with shared values. This distinction influences how the US approaches its relationships with these countries under Trump's administration.

Trump's actions are also driven by a desire to counter what he sees as a biased deep state. Volker noted that Trump aims to reduce federal institutions' budgets and size, reflecting his belief in streamlining government operations.

Volker concluded by noting Trump's ability to tap into feelings of disenfranchisement among Americans. By addressing these sentiments, Trump seeks to restore order for those who feel dislocated in today's world.
