New Legislation Passed in Odisha Assembly Paves Way for Strategic Development Projects

Controversy Surrounding Land Acquisition Bill

The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Odisha Amendment Bill, 2023 was initially introduced in the assembly in March but was later withdrawn following severe criticism. This bill has sparked controversy as it enables the government to bypass social impact assessments for 'strategic and development projects', along with special provisions for safeguarding food security.
This amendment affects The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement RFCTLAR&R Act, 2013 - a central legislation that came into effect on January 1, 2014. Provisions under this act such as mandatory social impact assessment studies (SIA), special provision for food security, and lapsing of SIA study reports have been identified by officials as causing delays in land acquisition processes.
Government's Stance on New Legislation
In response to these concerns, state Revenue and Disaster Management Minister Sudam Marndi issued a statement explaining the rationale behind this move. He stated that certain provisions of the RCTLAR&R Act were found to be delaying land acquisitions necessary for various strategic initiatives.
The state government is keenly pushing its Make-in-Odisha initiative which aims at attracting investment into the region through industrial growth. However, stringent regulations surrounding land acquisition have been perceived as hindrances towards achieving this goal. The new amendment seeks to streamline this process thereby expediting industrial development in the region.
