Union Budget 2025 to Allocate Billions for Metro and Intercity Rail Projects

Ahead of Union Budget 2025, there's a buzz around the Narendra Modi administration's plans to enhance the nation's infrastructure, particularly in the realm of public transportation. A senior official revealed to ET that there's an ambitious plan to dramatically increase metro connectivity across India, aiming to ease congestion in rapidly expanding urban areas. This move is expected to be a cornerstone of the budget, reflecting the government's commitment to developing a more accessible and efficient urban transit system.

The government's strategy includes a comprehensive five-year scheme focusing on expanding metro and intercity rapid rail networks throughout India. With an eye on the future, this initiative is geared towards addressing the increasing demand for public transport solutions that can keep pace with urban growth. The existing network, spanning approximately 1,000 kilometres across 23 cities in 11 states, with another 985 km under development, underscores India's ambition to improve and extend its rapid transit facilities significantly.

India to Expand Metro Network

For the fiscal year 2024-25, the allocation for capital expenditure on Mass Rapid Transit System (MRTS) and metro projects is pegged at ₹24,785.94 crore. This investment is a clear indicator of the government's prioritization of public transport infrastructure as a pivotal area for development. The collaboration between central and state governments plays a crucial role in the implementation of these projects, highlighting a unified approach towards enhancing urban mobility.

The Union Budget 2025 is set to be unveiled by Finance Minister Nirmala Sitharaman on February 1, 2025. This presentation is highly anticipated, as it will offer detailed insights into the government's fiscal strategy and specific allocations for infrastructure projects, including the ambitious metro rail expansion plan. This scheme not only aims to extend the current network but also positions India on a path to surpass international counterparts in terms of metro rail network length.

India has already outstripped Japan in metro rail network length as of 2022, securing the third position globally. The government's plans to further expand the network signify India's commitment to climbing the ranks and potentially becoming the second-largest metro system in the world. This expansion is not just about enhancing infrastructure but also about improving the quality of life by providing efficient, reliable, and sustainable public transport options.

Recent approvals by the Union cabinet for metro projects in cities like Delhi, Bengaluru, Thane, and Pune in late 2024 are concrete steps towards achieving these objectives. These developments are part of a broader strategy to more than double the current network's size over the next five years, supported by substantial budgetary allocations. This ambitious growth plan underscores the government's resolve to tackle urban congestion and promote a greener, more sustainable mode of urban transport.
