Rs 30 Monthly Fee Proposed By BBMP For Garbage Collection In Bengaluru
The Bruhat Bengaluru Mahangara Palike (BBMP) has submitted a proposal to the Karnataka government seeking approval to implement a garbage disposal fee for both residential and commercial properties. This proposal aims to streamline waste management practices and generate revenue to support the city's sanitation efforts.
Under the proposed scheme, BBMP intends to charge residents a monthly fee of Rs 30 for garbage collection and disposal. This charge will apply to approximately 46 lakh households across Bengaluru. Additionally, commercial establishments will be subject to a fee structure ranging from Rs 75 to Rs 1,200 per month based on their waste generation levels.

A notable aspect of this proposal is the decision to link the garbage disposal fee to electricity consumption rather than property tax. This approach is intended to ensure fairer and more equitable distribution of charges based on actual waste generation. Additionally, it will compensate the local electricity provider, BESCOM, for their staff's involvement in the waste collection process.

BBMP justifies its proposal by highlighting successful precedents in other cities such as Delhi, Chennai, Mumbai, Pune, Indore, and Tirupati, where similar waste collection fees have been implemented effectively. Furthermore, the proposal aligns with the Solid Waste Management Rules of 2016 and was not opposed by a recent High Court ruling.
Despite the potential benefits of this proposal, challenges remain in Bengaluru's waste management system. One significant issue is the persistent lack of segregation between wet and dry waste at the source, which hampers the efficiency of waste processing and recycling efforts. Solid waste management expert Pinky Chandran emphasized this challenge, stating, "Despite numerous requests, garbage segregation remains unresolved. Each area encounters distinct issues in garbage collection."
The BBMP's proposed garbage disposal fee, if approved, is expected to generate a monthly revenue of Rs 2.39 crore, which can be utilised to improve waste management infrastructure and services in Bengaluru. However, addressing the underlying issues of waste segregation and ensuring effective collection from all areas will be crucial to fully realize the benefits of this initiative.
