Bengaluru Property Owners Get 15-Day Deadline for B Khata to A Khata Conversion
Bengaluru property owners can expect faster and more transparent civic services, with Deputy Chief Minister and Bengaluru Development Minister D. K. Shivakumar announcing an intensified push towards full digitisation of urban land records and streamlined B Khata to A Khata conversion.
Speaking after handing over khata documents at Vidhana Soudha, Shivakumar said officials have been directed to complete services within fixed timelines and ensure delivery of khata documents at citizens' doorsteps - without any bribes.

The government has treated the digitisation of Bengaluru property records as a priority decision this year, pointing out that urban land records had not undergone comprehensive modernisation for nearly five decades.
While the Bhoomi initiative digitised agricultural land records, urban properties remained largely manual. The present drive aims to scan all documents and shift them to an e-Khata system to reduce tax leakage, improve verification and enhance transparency in B Khata to A Khata services.

A Uniform Land Records Management System now processes B Khata to A Khata transfers, with a 15-day deadline for disposal of applications.
So far, around 7,000 applications have been received under the programme, and officials expect the number to rise as awareness spreads among Bengaluru property owners.

Under the Nambike Naksha initiative, officials say corruption has reduced and processing has become faster. The One-Time Settlement (OTS) scheme, which waived penalties and interest, benefitted two lakh people.
The government is also implementing premium FAR provisions - introduced during the BJP tenure - from which it expects significant revenue. Though challenged earlier, the matter has since been returned by the Supreme Court, and some builders have begun opting for the provision.
Transferable Development Rights (TDR) are being utilised for the Bengaluru Business Corridor project, with officials stating that affected landowners will benefit under the mechanism.
'No need to pay bribes'
Shivakumar reiterated that citizens can obtain e-Khata documents without paying any bribes, as strict instructions have been issued to officials across urban local bodies.
With digitised records, Aadhaar linkage, Kaveri-based verification and fixed timelines for B Khata to A Khata conversion, the government expects quicker services and clearer ownership records for Bengaluru property owners.
Officials said the Centre has also appreciated Karnataka's efforts in urban property digitisation, marking a significant shift in the city's long-pending land record reforms.
B-Khata to A-Khata conversion online process
The B-Khata to A-Khata conversion portal is hosted on the Bruhat Bengaluru Mahanagara Palike website. Users first visit https://bbmp.karnataka.gov.in/BtoAKhata. They enter a mobile number and captcha, generate an OTP, and log in. The dashboard then displays the option for B-Khata to A-Khata conversion and new A-Khata for single plots.
Applicants create a new request and enter the khata ID that needs B-Khata to A-Khata conversion. After clicking fetch, Aadhaar authentication of the site owner is carried out and e-KYC is verified. Applicants provide plot survey details, DC conversion order from agriculture to non-agriculture, and upload a building sketch.
Further information on route, approach roads and nearest roads is entered before uploading remaining documents. If several people own the property, each co-owner completes e-KYC and phone verification.
