Delhi To Give ₹25,000 To People Who Help Road Accident Victims

Delhi is set to reward people who rush road crash victims to hospitals under the Delhi Rah Veer Scheme. Chief Minister Rekha Gupta has announced that anyone helping a seriously injured person reach a hospital or trauma centre within the golden hour will receive ₹25,000 and a certificate.

The Delhi Rah Veer Scheme aims to address a common fear among bystanders. Many people avoid helping accident victims because of concerns about police questioning and legal formalities. Officials say the Delhi Rah Veer Scheme is not limited to cash rewards. The plan is linked with the broader Road Accident Good Samaritan Policy and seeks to build compassion and responsibility on city roads. Authorities believe active public involvement can reduce the number of deaths from traffic collisions.

Rekha Gupta has said that the Ministry of Road Transport and Highways has already issued detailed guidelines for states and Union Territories on this Good Samaritan approach. Following these directions, the Delhi government is adopting the Delhi Rah Veer Scheme so that support for helpers is standard and clearly defined.

Delhi Rah Veer Scheme under Motor Vehicles Act 2019

The Delhi Rah Veer Scheme has been framed in line with Good Samaritan rules notified under Section 134A of the Motor Vehicles Act 2019. Under these rules, the person who helps an injured victim is given legal protection. This is meant to remove fear of court appearances or lengthy investigations.

For the Delhi Rah Veer Scheme, every district will have an evaluation committee. This body will include the district magistrate, a senior police officer, the chief medical officer and the regional transport officer. The committee will examine each case and decide which individuals deserve recognition as 'राह-वीर'.

The process for distributing rewards under the Delhi Rah Veer Scheme will be fully digital. Rekha Gupta has stated that the ₹25,000 incentive will be transferred online directly into the beneficiary’s bank account. A separate bank account will operate for this purpose, and every transaction will be recorded on an electronic platform.

The Union government will give an initial grant to states for running the Delhi Rah Veer Scheme style incentive. At the national level, 10 of the best performing 'राह-वीर' will also be selected each year for a special award of ₹1 lakh. Their efforts will be highlighted as examples for other citizens.
