COVID Centre Scam: How Greed Overpowered Humanity During Mumbai’s Worst Crisis
The year 2020-21 was one of the darkest times for Mumbai. The streets were silent, hospitals were full, and the only sound that echoed was the siren of ambulances.

While ordinary citizens were struggling to find hospital beds and oxygen cylinders, a parallel network of corruption was operating under the shelter of those in power.
Recent investigations and arrests have now revealed how deep this corruption ran during the pandemic.
Rules Ignored, Contracts Given to Unqualified Firms
During the time of the then Maha Vikas Aghadi government, especially through the Mumbai Municipal Corporation, several jumbo COVID care centres were set up. But the process of setting them up was filled with irregularities. Under the excuse of the Disaster Management Act, officials distributed contracts without issuing any tenders.
What's worse, many of these contracts were handed to non-local contractors and private builders who had no experience in the medical field. Some of these companies were not even legally registered or had suspicious records.
Yet, they were given the responsibility of managing citizens' health and safety all in exchange for massive commissions and kickbacks.
Profiting From a Pandemic
Investigations later exposed shocking levels of corruption in the purchase of basic materials and medical supplies. For example, fans that usually cost around ₹5,000 were rented from contractors at ₹25,000 each. This was not a technical error but a planned misuse of taxpayer money during a national crisis.
Even at a time when oxygen cylinders were in short supply, their supply contracts were allegedly diverted to benefit selected individuals. It became clear that while people were gasping for air, a few were busy making profits from their pain.
Links to Close Aides and Property Purchases
The probe led straight to people close to the power centre. The name of Suraj Chavan, a close associate of the then Chief Minister Uddhav Thackeray, prominently appeared in the investigation. According to the Enforcement Directorate (ED), while Mumbai was battling for survival, money from this scam was used to buy ten luxury flats in Mumbai.
It was not just Chavan; several people linked to Lifeline Hospital Management Services were also found to be part of this corruption chain and have been sent to jail.
Turning Crisis Into Opportunity
This entire episode is being seen not as an administrative failure but as an act of greed during a humanitarian disaster. The Uddhav Thackeray-led government once celebrated its so-called "Mumbai Model," but the reality behind the scenes has now come out through evidence and investigations.
While thousands of citizens lost their lives waiting for medical help, some in positions of power were busy filling their pockets. The COVID Centre scam was not just about money it was a betrayal of public trust. The hurried contracts, inflated rents, and misuse of funds showed how compassion was replaced by greed.
