A devastating crash in Deschutes County, Oregon, has left a young couple dead and reignited debate over immigration and trucking safety. Late on November 24, a semi-truck jackknifed across both lanes of a highway, colliding with a vehicle carrying William Micah Carter, 25, of Springfield, and his 24‑year‑old wife. The pair, married only sixteen days, did not survive.

The Driver at the Center

Authorities have charged the truck's driver, Rajinder Kumar, 32, with criminally negligent homicide and reckless endangerment. Court filings reveal Kumar lives in Fresno, California, but his immigration history is now central to the case.

The Department of Homeland Security (DHS) confirmed Kumar is an Indian national who crossed into the United States illegally near Lukeville, Arizona, in November 2022. He was later released under federal policy and granted work authorization in 2023. That clearance enabled him to secure a California commercial driver's license-despite federal rules requiring immigration status verification for such credentials.

Legal Complications

Following the crash, Immigration and Customs Enforcement (ICE) placed a detainer on Kumar, requesting custody if local authorities release him. Oregon's sanctuary state laws, however, may complicate that process. Although Kumar posted bail, he remains in custody because he lacked a passport to surrender, a condition of his release.

Political Fallout

DHS Assistant Secretary Tricia McLaughlin condemned the incident, labeling Kumar a "criminal illegal from India" and warning of the dangers posed by undocumented drivers operating heavy trucks. She criticized California Governor Gavin Newsom and former President Joe Biden for policies that, in her view, enabled Kumar to obtain work authorization and a CDL.

California law AB 60 allows undocumented immigrants to apply for non‑commercial driver's licenses if they can prove identity and residency. Commercial licenses, however, are supposed to require federal immigration checks-raising questions about how Kumar's CDL was approved.

A Troubling Pattern

Kumar's case is not isolated. In 2025 alone, three other Indian truck drivers have been charged in fatal crashes:

• Harjinder Singh in Florida, accused of three counts of vehicular homicide in August.
• Partap Singh in California, arrested the same month after a pileup critically injured a child.
• Jashanpreet Singh in California, charged in October with killing three people while allegedly driving under the influence.
