The Capacity Building Commission will organise Sadhana Saptah from 2–8 April to strengthen governance capabilities across central ministries and state departments. Officials said the programme will be structured around technology, tradition, and tangible outcomes, with sessions on AI and emerging technologies, Indian Knowledge Systems and indigenous innovation, and citizen impact tracking and data-driven decision-making.

The CBC also prepared several actions under Mission Karmayogi to expand training reach. Officials said Sadhana Saptah will mark the launch of some key initiatives. The CBC is the custodian of the Mission Karmayogi framework for competency-based civil service reforms. The National Programme for Civil Services Capacity Building, or Mission Karmayogi, began in September 2020.

Mission Karmayogi and CBC focus on technology, tradition and outcomes

Officials said the week is organised around three themes: technology, tradition and tangible outcomes. Under technology, sessions will examine artificial intelligence (AI) and other new tools affecting governance work. Focus areas may include sector-specific AI use cases, regulatory readiness, and links with digital public infrastructure. The aim is to help departments prepare for changes in service delivery.

The tradition theme will include Indian Knowledge Systems, Seva Bhav and Indigenous innovations, officials said. Discussions are expected to connect governance practice with local knowledge and public service values. The organisers said the design keeps sectors in view, so learning remains linked to day-to-day administration. Officials described the overall event as a way to strengthen capability across ministries, departments and states.

Mission Karmayogi initiatives include Karmayogi Kshamata Connect and Viksit Panchayat

One initiative planned for rollout is Karmayogi Kshamata Connect, officials said. It aims to capacitate over 70 per cent of frontline functionaries across the Centre and states/UTs. The plan uses a structured package of domain, behavioural and functional learning modules. Officials said the package is intended to make capacity building consistent across locations and services.

As part of Sadhana Saptah, the CBC will also hold a half-day programme on capacity building for Viksit Panchayat. Officials said it is meant to highlight learning and competency-based training at the grassroots level. The session will underline capacity building for stronger Panchayati Raj institutions. Organisers see this as linking national reforms with local governance needs.

Mission Karmayogi support extends to scientists through INSA programme

Officials said the CBC has developed a specialised three-day programme for the administrative capacity building of scientists. The programme is meant to strengthen leadership capacity inside the scientific ecosystem. It focuses on building competencies in governance, decision-making and institutional leadership. Officials said it uses a blended approach, with context-setting, experiential learning and peer exchange.

Officials said the scientists’ programme includes curated pre and post-learning pathways for sustained impact. The first batch will run from April 27-29 at the Indian National Science Academy (INSA), New Delhi, officials added. With Sadhana Saptah set for April 2-8, the CBC is aligning multiple learning efforts under Mission Karmayogi to support governance capability.
