Bihar's Chief Secretary chairing a high-level review directed CCTV installation at sports facilities, formalised Khel Club activation, and a robust PPP framework. The move aims for transparent procurement, grassroots accountability, and enhanced youth participation through upcoming Half Marathon events and expansion of Eklavya Centres.

Highlighting the importance of collaborative development, the Chief Secretary emphasised the active involvement of private stakeholders to promote a healthy Public-Private Partnership (PPP) model within Bihar's sports ecosystem. He directed the department to formulate a clear policy framework to facilitate structured partnerships between public institutions and private players, ensuring accountability and participation from all stakeholders.

He also encouraged coordination with local industry partners to boost sports activities and motivate youth participation in tournaments and competitive events. According to the Chief Secretary, an inclusive and well-defined PPP framework would serve as a sustainable pathway for long-term sports development in the state.

Ensuring Grassroots Accountability and Transparent Procurement

To strengthen accountability at the grassroots level, he directed that District Sports Officers, state government sports trainers, and physical education teachers be tagged with every Khel Club to ensure clearly defined responsibilities.

In order to ensure transparency in procurement and prevent monopolistic practices, the department was instructed to empanel sports goods suppliers and vendors through an open call process. This will enable uniform pricing and supply of quality sports materials to Khel Clubs across the state. Additionally, a price cap on sports goods will be fixed to prevent overpricing and ensure affordability throughout Bihar.

Review of Eklavya Centres and Upcoming Half Marathon

During the review, the Chief Secretary expressed satisfaction over the functioning of the 27 Eklavya Centres currently operational in the state and directed officials to expedite the activation of the remaining proposed centres.

The department also informed that Half Marathon events are planned for November and February, with the first event scheduled to commence this November. The meeting reaffirmed the Government of Bihar's commitment to building a secure, transparent, accountable, and inclusive sports ecosystem across the state.
