His party Tamilaga Vettri Kazhagam is set to hold a tightly regulated meeting on Friday, with police, organisers and party leaders imposing strict crowd control, safety measures and digital entry passes following lessons from past events.

The TVK meeting is held at KVP Garden in Seelanaickenpatti from 12 noon to 3 pm, but participation is restricted. Only 4,998 people carrying QR code entry passes will be allowed inside, as per the official cap, according to a report in Deccan Herald.

The Salem arrangement mirrors the Puducherry model used after the Karur stampede. That tragedy, at a meeting addressed by Vijay in Karur on September 27, 2025, claimed 41 lives and pushed agencies across India, including states like Uttar Pradesh, to reassess event safety.

In Puducherry, police had permitted a TVK rally in early December last year only after fixing the limit at 5,000 TVK members with QR code passes. They insisted on drinking water and toilet facilities and also restricted the entry of pregnant women, children and elderly people at that time.

TVK meeting Salem: traffic, barricades and on-ground arrangements

For the Salem event, nearly three kilometres around KVP Garden have been barricaded, with traffic diversions planned. Parking has been organised at seven marked locations, and there are two designated entry points for participants. A police official said 51 CCTV cameras have been installed, and ambulances will remain on standby.

Special arrangements have also been made for traffic regulation during Vijay’s arrival, according to the party. The organisers have planned live streaming of the programme on social media platforms so that supporters who cannot attend, including those from Uttar Pradesh and other states, may still follow the proceedings.

TVK general secretary N Anand and central district secretary Tamilan A Parthiban opened the party’s district office at Ammapet on Thursday. Both leaders said the party would strictly follow all 51 conditions laid down by the Salem city police for the meeting near Seelanaickenpatti.

TVK has appealed to its cadres to respect the Salem police guidelines. The party release said, "We request that party members and the public who have not received QR code passes to strictly avoid coming in person," and urged everyone with authorised passes to comply fully with the rules.

Apart from the mandatory QR code passes, Salem police and local organisers have asked pregnant women and senior citizens not to attend because of safety and crowd concerns. This echoes the earlier restrictions enforced in Puducherry, where extra care was taken for vulnerable groups at the rally.
