The process leading up to the approval began on February 28, when TVK representatives submitted a formal request to district superintendent of police R. Rajaram. Following the application, Thiruvaiyaru deputy superintendent of police J. Arulmozhi Arasu carried out a detailed inspection of the proposed venue on Monday.

During his visit, he sought clarity on arrangements for basic amenities, vehicle parking facilities, and other logistical aspects. After receiving satisfactory assurances from party organizers, Arulmozhi granted permission on Tuesday, paving the way for the event.
In preparation, TVK functionaries conducted a traditional ground-breaking ceremony, or bhoomi puja, at the site.

This ritual, often performed before major undertakings, symbolized the party's readiness and commitment to the gathering. General secretary N. Anand also visited the venue to oversee the arrangements and ensure that preparations were progressing as planned. His inspection focused on infrastructure, seating, and stage setup, underscoring the importance the party attaches to the event.
